ELSENHAM PARISH COUNCIL

Minutes of Parish Council Meeting held on  3rd November 2008

15670 Declarations of Interest: Mr P Johnson – ECA, Wells Trust

The Chairman welcomed PC Simon Horne & PC Joan Jeggo from Stansted Community Police to the meeting.  They reported on crime figures for this year which were down by one incident on the previous year.  They regularly visit the area and stressed the importance for residents to report all incidents.

15697 Mr Segar said how nice the Memorial Garden is looking now the trees have been taken down and the boundary fence installed.

15698 Mr Segar reported the Lighting Column in Station Road by the Leighway Gate is not working. The Clerk advised Street Lighting maintenance will be discussed later.

15699 Mrs Braidwood expressed concern about the development at Freshfields and the footpath.  Mr Pimblett said he will raise this at the next ROWOSC meeting.

15700 Mr Bush reported the fence over the railway bridge in the High Street is broken and is a hazard for children who could gain access to the railway line.  The Clerk has already notified Network Rail of this.

Minutes: Minute 15683 should read Scott and Scott, not  Scott and Son, with this amendment the  minutes of the meeting held on 6th October 2008, having been circulated, were approved by the Parish Council and signed by the Chairman as a true record.

15702 Playing Field Committee Report   Mr Clear reported:  Progressing Viridor grant for the reinforced grass parking area.  Have received a grant of £2,000 from the Community Initiative Fund, investigating as to whether we can use this as the third party contribution.  The light on the Memorial Hall was discussed, Mr Johnson said the light was originally installed as a temporary measure until such time as the Parish Council lighting column was wired and in operation.  There are no plans to recommission the lamp which is not on a time switch.  It was suggested if the light was operational it would be useful should the Parish Council lighting column be out of action.  Mr Johnson will raise at the next meeting of the ECA. Mr Woollvin asked Cllr Gooding if there was any news on the safety barrier at the Leighway Gate.  Cllr Gooding has not yet had no answer back from Highways.  Youth Shelter -  The Clerk has received an approximate estimate from Monster Play Equipment of £1,350 for  a Lexan panel and £800 for a steel panel, plus installation and delivery.  Has contacted our Insurance Company, however before a claim can be submitted a Police incident number is required.  Mr Clear will report the damage to the  Police and obtain an incident number.

15703   Rights of Way and Open Spaces Committee Report Amenity Services quote for various treework in the Cemetery was again discussed. As the quote was over £1,000 it was agreed to request Amenity Services to re-submit under two separate quotes and it was proposed by Mr Woollvin and seconded by Mr Hathaway that the quote is accepted.  Agreed. Emails from Mrs Salvidge, Tree Warden, 14 & 20 October re. Highways carrying out Tree/Hedge work Station Road were noted.   ROWOSC Meeting 5th November.  Village Walk on Sunday

15704 District & County Councillors Reports   Cllr Dean advised:  Ambrose Corner Shops, Service Road - Mrs Caton, Enforcement Officer is now going to the Land Resistry to find out ownership of the road. Cllr Dean will investigate further.  Has reported litter on Elsenham Road following verge cutting. Cllr Morson reported on the LDF Working Party Meeting.

Cllr Gooding reported: Pedestrian Crossing  Funds how now been released and the order is in place, just waiting for the contractor to commence work.

15705  Village Inspection Reports  As Group 1 had not carried out their October Inspection it was agreed they will do this in November and Groups 2 and 3 Inspections will each move forward a month. Parking Oziers – Mr Hathaway’s report had been circulated.  He also reported on meeting he  attended today with Mr Stoneham of ECC  who considered it would not be possible to install parking places.  Ownership of the Green was queried. Clerk to check with Nockolds who hold all our deeds.  Mr Stoneham agreed that Mr Hathaway may visit their offices on a regular basis to get up to date reports on works we have outstanding with Highways. Mr Hathaway also offered to write a Parish Council Report each month for the magazine.  He also suggested a reporting procedure for Residents for anything that needs attention in the Village by either emailing Councillors or the Clerk or leaving a note in the Parish Council box on the P.O. counter which he will collect on a weekly basis. It was proposed by Mrs Lees  and seconded by Mr Clarke that Mr Hathaway writes the Parish Council Report each month for the magazine,  and sets up a reporting procedure for Residents, and is the liaison person for Highways. Unanimously agreed.  Street Lighting Maintenance was discussed, the Clerk has obtained a quote from Cartledge for maintenance of our lighting. It was proposed by Mr Hathaway and seconded by Mrs Lees that we appoint Cartledge to handle our street lighting maintenance.  Unanimously agreed.

15706 Clerk/Treasurer’s  Report  Annual Return for Year Ending 31.3.08 – Annual Governance Statement duly completed.  Mrs Fry will will prepare Risk Register. Village History Recorder’s Report on behalf of Mr Franklin Mr Franklin is in receipt of in excess of £100 worth of files for retaining  photos. These are courtesy of Uttlesford History Society. Mr Franklin wishes it recorded that the photos etc. are the property of Elsenham ParishCouncil,  Letter received from UALC regarding meeting 9th December at UDC Offices. They are also looking for a councillor who would be interested in joining a team at UDC to study the Strategic Land Availability Scheme. Mr Hathaway will attend the meeting and is also willing to be nominated to join the team.  Agreed. Clerk to write to Mr Merrion of UALC.  Codes of conduct for local authority members and employees – A consultation.  Consultation document being circulated, comments to be submitted by 24 December. 15707 Housing Development Elsenham Update Email from Eco-towns Communications Team re. Consultation Programme - The Clerk said she would like to delegate responsibility for communicating with the Communications Team to Mrs Lees. Agreed.  Mrs Lees reported.  Letter has been sent to DCLG and UDC complaining about the Fairfield presentation. A meeting with Margaret Beckett is in the pipeline.  There will be another leaflet drop around the village regarding next Public Meeting.

15708 Memorial Garden Update   Mr G Fulton reported: The fence is now in place, has contacted the RCCE regarding free plants and has applied for dog roses. Fence fronting Memorial Gardens, quotes received from Scott and Scott for £2,897.12 and Law Engineering for £4,200 It was proposed by Mr  Woollvin, seconded by Mrs Lees that we accept Scot and Scott’s quote. Unanimously agreed.

15709 Service of Rememberance and Wreath Laying  The Chairman advised Mr Clarke will be laying the wreath on behalf of the Parish Council. Mr Johnson said it was stated at the last meeting that it is the responsibility of the Parish Council to arrange the wreath laying service at the Memorial.  He has now had the opportunity to check and whereas the Parish Council has the responsibility and obligation for the maintenance and repair of the War Memorial it does not actually have any obligation to arrange the wreath laying service. The Chairman said we do however do this because we wish to.

15710 Community First Responders Scheme – East of England Ambulance Service This was fully discussed and after a lengthy debate it was agreed not to pursue the matter.

15711 Community Speed Watch  Mrs Lees reported:  We have a new contact for CWS, who is excellent and is keeping us up to date on the number of letters which have been sent to offenders.  68 letters have gone out in the last month and since we started over 500 letters have been sent.

15712 Traffic Calming  Mrs Lees reported on meeting she and Mr Hathaway attended with County Highways who will be carrying out a review of traffic claming in Stansted Road, Station Road and the High Street.  However for Stansted Road to have traffic calming they would have to have street lighting.  It was proposed by Mrs Lees and seconded by Mrs Fry that we ask Highways to reduce the speed limit further from 60mph to 40mph in Stansted Road.  Agreed, with one abstention and one against.  After discussion it was proposed by Mrs Fry, seconded by Mr Clarke, that Mrs Lees and Mr Hathway should assess residents in Stansted Road to see if they will accept the lighting for the traffic calming before we take the matter any further with Highways.  Agreed with one abstention.

15713 Recycling Banks – Playing Field  UDC have advised the can/paper banks are hardly used.  It was proposed by Mr Clear and seconded by Mr Woollvin that we ask UDC to remove these two banks. The Bottle Bank to remain provided UDC maintains empties it regularly. The Playing Field Committee will check on this.
